Store.ReplaceBaseline

ReplaceBaseline atomically replaces a verified development artifact/step ledger. Content, snapshots, namespaces, and indexes are never changed. Replacement artifacts from the first unrecorded semantic step onward stay pending for ApplyArtifacts.
