Scaffold paired Go and Svelte plugin packages with conformance tests.

Example

ridu plugin new ./ridu-color \
  --key color \
  --module example.com/acme/ridu-color \
  --admin-package @acme/ridu-color-admin

The key must be stable and lowercase. Publish the Go and admin packages with matching plugin pairing versions after both conformance suites pass.
